GES likely to make a U-Turn on Dues, Levies and Exams Fees ban

The Ghana Education Service seems to be making a U-Turn on ban on Dues, Levies and Exams Fees which hit public schools ahead of the end of the 2nd term of the 2018-2019 academic year. This ban led to many public schools at the basic school level writing their end of term examinations on chalkboard something that made Ministry of Education and the GES very unpopular before the Easter break.

Probably to ensure that this “disgrace” is not experienced that the end of the third term of the academic year, newsghana.com has sighted a letter dated 7th July emanating from the Ghana Education service to all Regional Directors of Education.

In the letter the GES has made it clear it has not lift the ban on the collection of such levies however it also says:

Management is working on modalities and guidelines to facilitate the smooth contribution of parents/guardians to the education of their wards and the development of schools without denying any child access to academic work in any Public School in Ghana.

ALL REGIONAL DIRECTORS OF EDUCATION

IMPOSITION OF DUES/LEVIES IN PUBLIC SCHOOLS

Attention of management of the Ghana Education Service (GES) has been drawn to a publication purportedly issued by the National President of Parent/Teachers Association to the effect that the suspension imposed on dues/levies in Public Schools has been lifted.

Management’s attention has also been drawn to some instances under which some District Assemblies have purportedly “authorized” some Head’s of schools to impose levies in some Public Schools.

Management of the GES wishes to make it clear that the suspension of imposition of dues/levies in all public schools is still in force and has NOT been lifted.

We wish to draw the attention of the public to Article 25(1) of the 1992 Constitution of the Republic of Ghana which states:

  1. 25(1) “All persons shall have the right to equal educational opportunities of the Republic of Ghana with a view to achieving the full realization of that right.
  2. 25(1) a) “Basic Education shall be free, compulsory and available to all”.

Thus, the imposition of any dues/ levies which has the potential of denying any child access to Basic Education shall be unconstitutional and any such imposition shall to the extent of it being contrary to the 1992 constitution shall be null and void and of no effect.

Management is working on modalities and guidelines to facilitate the smooth contribution of parents/guardians to the education of their wards and the development of schools without denying any child access to academic work in any Public School in Ghana.

Heads of Schools are directed not to impose any dues/levies on any student under the guise of PTA levies/dues and or Examination /or printing fees until there is specific directive from the Director-General to do so.

It is expected that Regional/District Directors will ensure strict compliance of this directive.
