Security and Free Movement Must Go Hand in Hand, Says Ghana’s Interior Minister at Africa Prosperity Dialogue

Minister for the Interior, Muntaka Mohammed-Mubarak, has underscored the need for African countries to pursue security and free movement as complementary objectives, rather than viewing them as competing priorities, as the continent deepens economic integration.
Speaking on Day Two of the Africa Prosperity Dialogue (APD) 2026 in Accra on Thursday, the Minister noted that Africa’s quest for shared prosperity—particularly under the African Continental Free Trade Area (AfCFTA)—depends on the ability of states to guarantee safety while enabling the seamless movement of people, goods, and services across borders.
According to him, a secure environment is not a barrier to mobility but a critical enabler of trade, investment, and regional cooperation.
He stressed that without effective security systems, the benefits of free movement and continental integration would be difficult to sustain.
“The objectives of security and free movement must work together. One strengthens the other,” Mr Mohammed-Mubarak said, calling for coordinated border management systems that balance openness with vigilance.
The Interior Minister highlighted existing regional frameworks such as the ECOWAS Protocol on Free Movement of Persons as evidence that Africa can successfully manage cross-border mobility while maintaining stability.
He advocated for stronger collaboration among African states, including information-sharing, joint security operations, and the adoption of technology-driven border controls.
He further emphasized the need to invest in modern identification systems, smart borders, and capacity-building for security agencies, noting that these measures would help address transnational threats while facilitating legitimate travel and commerce.
Mr Mohammed-Mubarak concluded by urging African leaders to remain committed to policies that promote both safety and inclusion, stressing that Africa’s prosperity agenda will only succeed if people can move freely and safely across the continent.
