President should Pay taxes on Salary- Constitution Review Committee Recommends
The Constitution Review Consultative Committee (CRCC) has recommended that the President pays taxes on his salary and emolument.
This bold move is seen as a step towards promoting transparency and accountability in governance.
The Committee’s recommendation is based on the principle of equity before the law and the rule of law.
According to the report, if the President is exempted from paying taxes, it would be unfair to the rest of the citizenry who are expected to pay their taxes.
The Committee believes that this move would serve as an example to the rest of the people in the country, promoting a sense of fairness and justice.
“We believe that if the President is not paying taxes, it creates a sense of inequality and undermines the principle of equity before the law,” said a member of the CRCC.

The Committee’s recommendation is also seen as a means to strengthen the country’s tax system. The report suggests that Article 68 (5) of the 1992 Constitution should be deleted to mandate the President to pay tax. This amendment would require consequential changes to the income tax law of the country.
The CRCC was inaugurated on April 28, 2023, under the auspices of the Ministry of Parliamentary Affairs. The Committee was tasked with reviewing the 2011 report of the Constitution Review Committee. The Committee’s report is seen as a significant step towards reviewing the 1992 Constitution and making it more responsive to the needs of Ghanaians.
The recommendation by the CRCC has sparked intense debate across the country. Some have hailed the move as a step towards promoting transparency and accountability, while others have criticized it as an attempt to undermine the President’s authority.
Regardless of the controversy, the recommendation of CRCC is a crucial step towards promoting good governance in Ghana.

“The President’s tax exemption is not only unfair but also creates a sense of impunity.
By paying taxes, we can demonstrate our commitment to upholding the principles of justice and fairness,” said another member of the CRCC.
The government’s response to this recommendation will be closely watched by Ghanaians. Will they adopt the recommendation and make changes to the constitution ? Only time will tell.
