Adwumawura Programme launched by President Mahama, aimed at creating businesses for the youth

President John Dramani Mahama has launched the Adwumawura Programme in Accra, declaring a program designed to develop 40,000 youth-owned businesses across Ghana in the coming four-year period.
In his speech at the ceremony in Kumasi on Monday April 28, 2025, President Mahama described the initiative as a strategic push to create Meanin chances for young Ghanaians to change their ideas into sustainable enterprises.
President Mahama informed a gathering of policymakers saying “Our goal is to create at least 10,000 Ghanaian youth-owned businesses every year over a four-year period,” as well as development partners, traditional authorities and young entrepreneurs.
Mr Mahama said the Adwumawura Programme is fully financed, with the essential investment obtained through the 2025 national budget through the Ministry of Finance.
He drew to attention that the programme stands apart from previous youth initiatives that were revealed “with a lot of fanfare but proved to be mirages without enough funding.”
The Adwumawura Programme will offer entrepreneurship skills training, access to funding, mentorship, market support, and permanent business advisory. Both new start-ups and established small enterprises are can apply digitally through a web portal.
The National Entrepreneurship and Innovation Programme (NEIP), working under the newly created Ministry of Youth Development and Empowerment, will coordinate the implementation of Adwumawura.
Mr Mahama explained that the programme is geared towards diversity, youth-led, and open to Ghanaians bringing together people from all background, including individuals with limited formal educational background.
He said that “Many of the big businesses we see today started as small enterprises. With the right support, young Ghanaians can build businesses that not only change their own lives but also contribute to growing our national economy.” Applications for the The initial batch of beneficiaries has started, with an independent selection committee set to supervise the process.
