Renaming Ho Technical University after Ephraim Amu illegal – Minority

The Minority in Parliament has raised concerns over the government’s decision to rename Ho Technical University after the famed Ghanaian composer, Ephraim Amu, labeling the action as illegal.
This controversy first emerged in February 2018 and has since attracted significant backlash, particularly from the Asogli State Council, who criticized the decision for its lack of prior consultation with relevant stakeholders.
Peter Nortsu Kotoe, the Ranking Member on Parliament’s Education Committee and MP for Akatsi North, criticized the government’s approach during an interview with Citi News.
He explained that the process to change the name of a university is governed by specific laws, which require formal approval through Parliament.

“The name of the university is stated in section one of the law. So no person can just stand up and say I have changed it,” he said, pointing out the absence of any legislative bill proposing such a change, “It is illegal because Parliament has not approved it. It may be somebody’s suggestion but as far as I know, there is no bill before Parliament to that effect.”
Adding to the controversy, the Chiefs of the Asogli State, where the university is located, have strongly opposed the government’s proposal.
They expressed their discontent in a press conference held on Monday, where they criticized the government and the university’s governing council for not involving major local stakeholders, including the Asogli State Council itself, which is the custodian of the lands on which the university is situated.
The Asogli State Council has described the government’s move as “regrettable, ill-conceived, and disrespectful,” highlighting that it completely overlooks the views and sentiments of those directly impacted by such decisions.
This standoff underscores a significant clash over cultural respect and procedural adherence in the renaming of educational institutions.
