Prof. John Kwaku Mensah Mawutor Appointed as UPSA ’s Third Vice-Chancellor
The Governing Council of the University of Professional Studies Accra(UPSA), has appointed Prof. John Kwaku Mensah Mawutor as the third Vice-Chancellor of the university.
The announcement was made through a circular signed by the Registrar, Lorraine Gyan, and dated Monday, May 6, 2024, with his appointment scheduled to take effect from January 1, 2025.
Prof. Mawutor, a professor of Finance and a Chartered Accountant with a membership in the Institute of Chartered Accountants, is currently the Pro Vice-Chancellor of UPSA.
In this role, he has been responsible for overseeing the day-to-day control and administration of academic affairs.
According to the Registrar’s circular, Prof. Mawutor has played a key role in promoting the development and effective delivery of current and new academic programs, as well as enhancing UPSA’s quality assurance initiatives.
He has also been credited with streamlining academic processes to improve efficiency and eliminate redundancies.
With over 20 years of experience in academia and industry, Prof. Mawutor has held various positions at UPSA and served in executive-level roles.
He has been instrumental in the growth of UPSA’s graduate programs, both in student population and program offerings, during his tenure as Dean of the School of Graduate Studies from 2016 to 2022.

Apart from his academic achievements, Prof. Mawutor has also been actively involved in national committees and boards, including the Coastal Development Authority and the Abokobi Area Rural Bank.
He has demonstrated a strong commitment to his community through his service as an Elder of the Church of Pentecost, La area, Kokomlemle Assembly.
As Prof. Mawutor prepares to take over the role of Vice-Chancellor from Prof. Abednego F.O. Amartey at the end of 2024, the UPSA community can look forward to continued leadership and innovation under his guidance.
His dedication to academic excellence and experience in both academia and industry make him one of the key personnel to the university’s leadership team.
What Are Things Expected Of University Vice Chancellor?
1. Leadership and Direction: The Vice-Chancellor is expected to provide strategic leadership and direction to the university, setting goals and guiding the institution towards achieving its mission and vision.
2. Day-to-Day Operations: They oversee the daily operations of the university, ensuring that academic programs, administrative functions, and student services run smoothly and efficiently.
3. Academic Program Development: The Vice-Chancellor plays a significant role in promoting the development of academic programs that address emerging national issues and meet the needs of students and society in general.
4. Quality Assurance Initiatives: They are responsible for implementing and monitoring quality assurance initiatives to ensure that academic programs meet high standards and provide students with a quality education as SDGs 4.
5. Efficiency Improvement: The Vice-Chancellor works to streamline academic processes, eliminate redundancies, and enhance efficiency within the university to improve overall effectiveness.
6. Community Service: In addition to their role within the university, the Vice-Chancellor may be involved in community service initiatives and serve on national committees and boards to contribute to the broader community.
