The Court has Issued a Verdict on SHS/TVET Fraudsters
The court has issued its verdict regarding the case involving the fraudulent activities related to the 2022 SHS/TVET placement. An Accra Circuit Court has exonerated all eight individuals accused by the Fourth Estate of tampering with the Computerised School Selection and Placement System (CSSPS) during the allocation of BECE graduates to public second-cycle schools.
The court ruling was based on the lack of evidence presented by the prosecution, which failed to demonstrate that the accused parties colluded with any public officials to manipulate school placements in favor of specific individuals.
According to the judge, the prosecution’s investigation focused on whether the accused individuals were public officers or conspired with public officers, rather than identifying who actually made changes to the 2022 Ghana Education Service (GES) Computerised School Selection and Placement System.

In a blog post by the Fourth Estate, the Accra court emphasized that there was no proof that the funds received by the second and third accused individuals were passed on to any public officials.
The individuals arrested in October and November 2022 for their alleged involvement in the CSSPS fraud were Eric Aggrey, a cleaner, Rachel Aryeetey, a caterer, Isaac Mensah, and Gilbert Afriyie Nkrumah.
The remaining individuals included Sebastian Appram from the Fisheries Commission’s Tema Regional Office, Bernard Kusi Agyemang from a logistics company, Eugenia Abigail Ahiable from Accra Academy, and Daniel Opoku, a foreman.

Additionally, the Ministry of Education has taken steps to safeguard the Computerized School Selection and Placement System (CSSPS) by implementing a firewall to prevent unauthorized access. Dr. Yaw Osei Adutwum, the Minister for Education, emphasized the importance of this security measure during a recent discussion. He reassured the public that even if the system were to be hacked, the firewall is in place to prevent any alterations or breaches. The court has issued a verdict regarding the 2022 SHS/TVET placement fraudsters’ case.
