I’ll fully cooperate with investigation into missing ECG containers – Dubik Mahama

Samuel Dubik Mahama, Former Managing Director of the Electricity Company of Ghana (ECG), has showed his willingness to fully collaborate with any investigative team that will be formed to examine the declared missing 1,357 ECG containers at the Tema Port. Samuel Dubik Mahama’s remark is made amid growing worries and public fury over the shocking disappearance of the containers, meant to support ECG’s activities.
An investigative panel was established to examine the situation, and the results have led to serious questions about the supervision of containers. As per the committee’s report, a total of 2,491 containers were expected to be cleared and distributed by ECG, but 1,357 containers are nowhere to be found.
The unaccounted containers, where said to be carrying essential equipment to be used by ECG, are believed to have been left at the port for an extended period without being cleared, and now their disappearance has sparked a major scandal.
In an interview on the Citi Breakfast Show on Thursday, April 3, Samuel Dubik Mahama revealed his astonishment and disappointment over the issue, but he also gave assurance that he is going collaborate fully with any investigative body into the missing containers.
“The containers were never in the custody of the ECG. If they were in ECG’s custody, then you can hold ECG responsible but this is the case that they were still under the port authorities and so I am all for whatever investigations there will be and I am ready to sit with whoever to give my side of the story.”
While this was occurring, the findings from the investigation reveal that:
Before 2022, ECG set aside a designated fund that received weekly financial allocation for customs clearance of shipments.This practice was stopped because it lacked funds, as noted by the ECG board.
Regardless of financial difficulties, ECG granted contracts to two firms to clear the containers—one such entity was funded in advance by ECG. One of the companies did not have the required permit to handle the contract, triggering apprehension over procurement violations. ECG’s acquisition division had been combined with their real estate department.
The Director of Procurement had no experience in procurement and did not hold membership of any professional procurement company. The investigation, launched following the minister’s visit to the port in January 2025, showing liabilities related the missing containers at GH₵1.5 billion.
