NSS Clarifies GH¢40 Charge for Online Enrolment Activation

The Management of the National Service Scheme (NSS) has addressed concerns from the public regarding the GH¢40 fee required for online activation of PIN codes for the 2024/2025 service year enrolment.

This response follows a wave of public commentary suggesting the fee was an attempt at extortion.

A statement signed by Armstrong Essah, Head of Public Affairs, emphasized that the claims of extortion were misleading.

The fee, according to the statement, is not a recent development but has been in place since 2006 when the online registration system was introduced.

Initially, the fee was deducted from the first month’s allowance of the service personnel after posting.

However, since 2015, the mode of payment was changed to require service personnel to pay the fee upfront before enrolment.

The NSS provided a detailed breakdown of the GH¢40 fee:

1. GH¢10.00 for electronic NSS ID cards

2. GH¢10.00 for National Service Personnel Association (NASPA) dues

3. GH¢20.00 for online services, covering:

– The cost of NSS certificates awarded upon service completion

– Monthly upload of assessment forms

– Maintenance and upgrades to the NSS online registration system

– Hosting of the NSS ICT infrastructure

– Management of the central ICT system for optimal performance

The online system is designed to streamline the registration process, reducing waiting times and minimizing errors, thereby ensuring a smooth experience for all applicants.

The statement reiterated that the GH¢40 charge is essential for maintaining the ICT infrastructure and services necessary for the efficient operation of the NSS.

Despite rising costs in delivering these ICT services since 2015, the NSS has maintained the fee at GH¢40, absorbing the additional expenses instead of passing them on to the service personnel.
