Opare Addo Launches Youth Xplore and AgTractive Campaign to Boost Youth Inclusion

Minister for Youth Development and Empowerment, Hon. George Opare Addo, has launched the groundbreaking Youth Xplore Mobile App, the National Youth Tracker Platform, and the continent-backed AgTractive Campaign, in a bold national move to boost youth inclusion, fix fragmented support systems and open clear pathways to jobs, skills and agribusiness opportunities for millions of young Ghanaians.
Speaking at the packed launch event on Tuesday at the Fiesta Royale Hotel in Accra, the Minister described the moment as “a reset of Ghana’s youth development ecosystem.”
He noted that for years, youth support programs operated in silos, resulting in duplication, unequal access and widespread inefficiencies.
This, he said, would now be corrected through the new digital platforms developed in strategic partnership with AGRA, the African-led organization driving agricultural and economic transformation across the continent.
According to the Minister, the National Youth Tracker Platform introduces a new level of coordination by integrating data and programs from major youth-focused agencies including the National Youth Authority, Youth Employment Agency, National Service Authority and NEIP.
He emphasized that the system now allows government to see which young people are receiving what support, where gaps exist, and how to distribute opportunities more equitably.
“Some young people were receiving multiple support packages while many equally deserving youth got nothing. With the Tracker Platform — built with AGRA — those days are over,” he stated.
At the centre of the launch is the Youth Xplore Mobile App, designed to match young people to real, personalized opportunities in jobs, internships, apprenticeships, national service pathways, scholarships, entrepreneurship and agribusiness.
Using smart profiling, the app assesses a young person’s skills, interests, location and educational background to recommend opportunities tailored to their career path.
Opare Addo described it as an inclusive digital gateway that recognizes a young person’s full potential: “This app sees the young Ghanaian as a complete human being — your dreams, your abilities, your aspirations.
And it connects you to opportunity without protocol.”
He also highlighted its disability-inclusive features, ensuring that differently-abled youth are not left behind.
Representing AGRA, Dr. Betty Annan, the Country Director, reaffirmed AGRA’s commitment to Ghana’s youth. She emphasized that AGRA provided funding and technical expertise for the development of both the Youth Tracker Platform and the Youth Xplore App.
She said the partnership reflects AGRA’s belief in youth-led transformation, especially through agriculture, which she described as a sector rich with innovation, technology and economic potential.
“Agriculture today is not subsistence. It is data, technology, entrepreneurship and opportunity,” she said.
“We are proud to partner with the Ministry to build tools that put opportunity directly into the hands of young people.”
The event also witnessed the official launch of the AgTractive Campaign, built to reposition agriculture as a modern, profitable and tech-driven enterprise capable of lifting millions of young people into sustainable livelihoods.
The Minister noted that agriculture remains Ghana’s backbone and one of the most effective sectors for reducing poverty.
He urged young people to take advantage of agribusiness opportunities, remarking: “AI may take over many tasks, but it cannot replace the food we eat. If young people venture into agriculture, the sky is the limit.”
Earlier, the Chief Director of the Ministry, Enam Agyemang Ofori, explained that the initiative fits into the Ministry’s renewed mandate to harmonize youth interventions under a coordinated, accountable national framework focused on economic empowerment, health and well-being, skills development, civic participation and youth leadership.
The Minister concluded with a direct call to action, urging young people across the country to download the Youth Xplore App, build their profiles and tap into the new digital ecosystem designed to spotlight their talents and ambitions. “Let the nation see your potential,” he said.
“We are building a Ghana where every young person can thrive without having to leave the country to find opportunity.”
With the launch of the Youth Xplore App, Youth Tracker Platform and the AgTractive Campaign — all delivered through a strategic partnership with AGRA — Ghana has signaled a new era of coordinated, data-driven and opportunity-rich youth development.
The message was clear and resonant: Ghana is building a future where youth inclusion is not a promise, but a working system.
