President Akufo-Addo Releases KPMG Report on GRA/SML Transaction

The President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, has released the full KPMG report on the transactions between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Ltd (SML) for public consumption.
The report was commissioned by the President to gain a clear understanding of the matters in controversy and to be properly advised in taking the necessary decisions.
In a statement dated May 22, 2024, signed and issued by Eugene Arhin, Director of Communications at the presidency, the President has waived the privilege under section 5 of the Right to Information Act (RTI Act) and directed the publication of the KPMG report in full.
The KPMG report was requested by the Media Foundation for West Africa (MFWA) under section 18 of the RTI Act, but the President initially denied the request citing section 5 (1) (a) and (b) (i) of the RTI Act, which states that information is exempt from disclosure where it is prepared for submission or has been submitted to the President or Vice President for consideration or contains matters that would reveal information concerning opinion, advice, deliberation, recommendation, minutes or consultation made or given to the President or Vice President.
The Office of the President reiterates that those who file applications and requests under the RTI Act must have a thorough understanding of its provisions.
It is vital to appreciate that the legal framework for access to information includes safeguards intended to protect the sanctity of decision-making at the highest levels of government, which must not be compromised or misused in the pursuit of access to information.
The release of the KPMG report comes after President Akufo-Addo directed that the upstream petroleum audit and minerals audit services by SML may be terminated.
The report’s findings and recommendations have been previously published in a detailed press statement by the President.
The release of the KPMG report is a significant development in promoting transparency in governance and openness with the public.
It is a testament to President Akufo-Addo’s commitment to ensuring that government business is conducted in a transparent and accountable manner.
